For those of you who may not know, the skeleton key DOES NOT count towards this achievement, so you will have to do all other 15 quests. I can confirm that it does not count because i had done every quest except waking nightmare and also had the skeleton key and the achievement did not pop for me.
That being said, i will post a list of all the quest and how to start them and what bugs there are so you don't have to end up playing all the the quests again like me.

You can gain a location marker for the shrine by asking the innkeepers of winterhold about rumours. Upon arriving at the shrine a mage will give you a cryptic message about an elf in winterhold you need to speak to. After persuading, intimidating or bribing the elf, he'll tell you where azura's star is now.
At this point you're free to head off to Ilinalta's Deep, murder some necromancers and claim the star as your own. You now have the option of returning the star to either the shrine or Nelacar. In terms of the achievement it honestly makes no difference, going to the shrine gives you Azura's Star which is a reusable soul gem that traps white souls. Going to Nelacar gives you the black star which is a reusable soul gem that traps black souls.
Both count towards the achievement, take your pick. Whichever you choose, your final step is to travel inside the star to kill Maleyn Varen. This fight can actually suck depending on your build due to the enclosed arena and his tendency to spam spells and throw dremora at you, but it shouldn't give you too much trouble. Kill him to cleanse the star and claim your first artifact.
You can also learn about the killing from random townspeople in Falkreath, but the guy will always be in his cell so you may as well just go there. After talking to Sindig in his cell and finding out he's actually a werewolf uh Somewhere to the east of Falkreath will be a white stag you need to kill.
Slaughter it mercilessly to summon the aspect of hircine, who will ask you to travel to Bloated Man's Grotto and kill sindig. Upon arriving you'll find you aren't the only one hunting him, and you now have three options; 1: Kill sindig in exchange for the Saviour's Hide.
